John Barnard (1681-1770) was pastor of a Church in Marblehead. Barnard argues that civil government is an ordinance of God, meaning human rulers derive their legitimacy from divine authority and must govern according to God’s moral laws. The sermon dircharges Governor Belcher and the assembly to act as Christian magistrates who defend the poor, resist corruption, and view their political power as a sacred stewardship.
